Doesn't seat properly

The 3M cutouts where the bolt heads are supposed to fit in are not deep enough. The plates sit on the bolt heads causing no to little contact with the 3M application. The plates do not fit flush. I will have to dremel out deeper pockets for the bolt heads to fit.
